Local anchoring
Has the idea arisen and been formulated at the ”grassroots level” – does the project idea meet a stated local need?
Collaboration
Don't come alone! Leader is about collaboration and networking. Should the project take place in collaboration – preferably between at least two of the sectors: non-profit, private, and public?
Broad benefit
Will the expected results of the project be of broad benefit, i.e., involve improvements/development for more than those who carry out the project?
Innovative thinking
Should the project be used to create development in various ways – not to support already existing operations?
Implementation capacity
Do you have an organized co-financing and a plan for how the project could be practically implemented? Is there time, capacity, and finances to cover expenses before payment can be made?
Volunteer contributions
Is there a willingness and opportunity to co-finance the project through volunteer contributions?
Gender equality
Is the project's working method and distribution of tasks designed so that women and men have equal opportunities to influence the project's design, participate in the implementation, and benefit from the project's results?
Non-discrimination
Have you considered openness and non-discrimination? It is an absolute requirement that no one is prevented from influencing the project's design, participating in the implementation, or benefiting from the project's results due to gender, ethnic affiliation, religion, disability, sexual orientation, or age.
Sustainability
Is there a plan for how the project's results will continue long-term without project support once the project is completed, and provide ongoing positive effects?
Does the project fall within the framework of our strategy?
Can the project clearly contribute to achieving the strategy's goals? (Read about our strategy further down the page!)

Does the project fall within the framework of our strategy?
In our development strategy, we have identified four overarching goals with associated focus areas that we see as important for promoting development in the Leader Närhetens catchment area: Grums, Kil, Forshaga, Storfors, Filipstad, Kristinehamn, Hammarö, and Karlstad (Karlstad excluding urban area – see MAP here!). Projects must meet all basic conditions (see link below) and fall within the framework of the local development strategy to be processed by the board and become eligible for support.
For each focus area, there are Selection Criteria to assist in scoring and selecting the projects that are best assessed to contribute to achieving our goals.
