Application process, clarification 

Budget template
You need to have a well-thought-out and specified budget that clearly reflects what you intend to carry out in the project. Conduct thorough research on market prices for planned expenses, and save the information – this must also be attached to the application. For each expense, there should be at least two different price quotes that are comparable in price and scope. However, comparable price quotes are not required for travel with a personal car, food, snacks, and Own work (in a sole proprietorship) – there a unit cost applies.

Quotes
A quote is a written offer from a company to a customer. The quote usually contains proposed prices and terms for a product or service.
We always want you to present at least two comparable quotes, they should be comparable both in price and scope. 

Since a quotation is a proposed sales document, it is important that all parts included in the quotation are clear and correct. There is no legal requirement for what a quotation should contain, and therefore different quotations can look very different. However, some important points to keep in mind are: 

  • the seller's name or company name, contact details and VAT registration number
  • description of the type of service or product in question and delivery time
  • price per unit and total price
  • estimate of how long the work will take
  • delivery and payment terms
  • how long the price offer is valid 

Liquidity 
Good liquidity is required to be able to pay off short-term debts. A company or a person who has the ability to pay their debts on time is referred to as liquid. 

To ensure your own liquidity, you need to investigate whether you have the ability to cover expenses until you receive a payment. You first pay invoices and then report the payment and apply for payment from the Swedish Board of Agriculture, the waiting time for payment is about 4 months. Therefore, the Swedish Board of Agriculture requires that you can demonstrate sufficient liquidity for this. In the case of large investments, it may therefore be necessary to negotiate to be able to split payments so that your liquidity can remain stable.

Example of the Swedish Board of Agriculture's liquidity requirements for different budgets and project durations: 

Budgeted expenses: 200,000 SEK  Budgeted expenses: 800,000 SEK

Agreement
A legally binding agreement between two parties regarding their rights and obligations towards each other. 

Agreements that may be relevant for projects include, for example, right-of-use agreements, land agreements, cooperation agreements, etc.

Condition
It is important that you find out whether your project requires a permit, registration or some form of notification to authorities, municipalities or other organizations. 

There may be requirements for you who will be running the business or for the premises that you will be using. In order to start and run your business, you may need to apply for a permit or make a notification. Sometimes you must get approval and sometimes it is enough to submit information. Laws and regulations determine what is required. Authorities that issue permits can be local, regional or nationwide. Examples of local and regional authorities are municipalities and county administrative boards. Examples of nationwide authorities are the Swedish Food Agency and the Public Health Agency. 

Permits that may be relevant for projects include building permits, police permits, food approvals, coastal protection exemptions, etc.

Letters of intent
A letter of intent is a document that expresses the parties' clear intention to participate in a business transaction or collaboration with each other. 

For example, a letter of intent for future collaboration clearly describes that you will collaborate and in what way. 

Application stop
Application deadline refers to the last day it is possible to submit your well-prepared and complete application on jordbruksverket.se. Before that, drafts of the application need to be reviewed by the office, which then gives you the green light to submit it in the e-service. This application deadline exists to ensure that your application can be included in the upcoming preparation group meeting and then the subsequent decision meeting.
